1) They don't measure by views-per-video they measure by Views Per day
2) you must be atleast 30 days old and upload regularly
3) 100-200 subs
4) 80+ views per day
Most possibly what you saw was people who had a strike on their old channel and asked to make a new one

Nop they never had strikes and is older than a month and i was saying he has 130+ in general and i know networks go by views a day. But was comparing to what people think.
+ does have regular uploads if it wasnt clear for you well now it should be.

(had a couple spelling and grammar mistakes from my phone lagging).
Oh also i have seen partners with less than 100 subs.
