I'm a Youtube Partner but Without Perks

I've been a Youtube Partner for about a year but the only perk I get is being able to monetize. I know that some Partners get additional benefits such as submitting customized video thumbnails and being able to have more customization features on their channel page. How do you get these kinds of benefits? I've been wondering this for a really long time. Is it based on channel popularity?
 
They have said they are going to release all these features for everyone in the future...but haven't said anything since about it. But to get banners like the ones partners do you gotta apply through a network. Or have YouTube themselves pick you up for "full partnership" as they call it.
 
I wonder how you apply. If I try to apply for partnership it says my channel is already approved for monetization.

i literally had the same thing happen to me the other day. because i have monetization, when i tried to apply for full partnership it just said, you already have monetization. but i dont have full partnership. ive heard its best to apply through a network. im still trying to figure all this stuff out myself.

I got partnership through http://fullscreen.net Go to the bottom of the channel page and click on Request for information. I can't guarantee anything but they partnered me and I am a small channel. You also can't have any copy-written stuff on there...like songs and what not.

thanks. wow u only have 172 subscribers and you got full partnership? i have 140. maybe i should apply.
 
You can't use any copyrighted songs in your channel at all, even if Youtube allows it to stay up? I can keep mine up because I allow the companies who own the rights to add ads to those. There are only a couple like this because I'm very careful how I use materials. Mostly in little fun videos like the Rupaul's one, where I had to use Rupaul's song or the humor would've been lost.

I'm not a full partner, but I would think that the copyrighted material would be a subject to look into on your contract with a network before you sign. I imagine each one varies slightly.
