And do you know the commercial permissions of the licence? Does it state that it can be sold or monetised anywhere within the state laws where it was recorded? If it does then by all means, make some cash I would! But if not I really wouldn't risk it.
 
What Frankie said. I personally as a serious content creator would not pursue this for personal gain. This is public, yes, but if you have any question of a doubt as to whether or not you can use this, err on the safe side. If your adsense gets banned, it's a lifelong ban unless you have another SSN and name to use.

I'm too honest to be a lawyer. That being said, Legal counsel may cost more than the revenue generated from the video itself.
