I need some help with changing banners

When I go to change banners, the icon to do so doesn't even appear, I hover over my banner on the top right corner and the Icon to change it doesnt pop up, does any one know how to fix this because its happened on two computers that I have used

Have you tried deleting your cache and cookies? (Stupid yet obvious question) If not, maybe try logging in/out again or even re-installing your browser.
