you would ask the publishers. Typically Sony/ATV allows most covers if you don't monetize. Kobalt and warner have a guide on their site that explains how they allow some covers and Universal is somewhat undecided.

youtube@warnerchappell.com also you can call Sony/ATV by going to their website and they will tell you about their cover policy. Kobalt has an FAQ on their website about it and you can ask them any questions about it.
