I have no banner option- Help?!

Hello! I am unable to add a banner to my Channel page. Now before you lead me to the YouTube Partners page, as far as I know, I am a partner. Every time I click the "Get Started" button, it takes me to my account page and says "Congratulations! Your account is now enabled for monetization!" (it has been for quite some time).

So please, help! What can I do to fix this cruel error?

Did you become a partner after it was made available to everyone? If so, i believe that feature isn't available for us just yet (but they are working on it)

Made available to everyone? Even non-partners? I'm not sure when I became partner, but it's probably been a year.

Back in August of this year or so Youtube made partnerships available to everyone, but at that time you were not able to upload custom thumbnails (you are now) and they are working on letting anyone use banners as well.
