As far as I know, YouTube don't role out their own partnerships anymore (don't take my word for it, it's just something I've heard). Networks do the exact same thing as a youtube partnership would do: Thumbnails, banners & revenue.

Actually mr dinosauce sir. Youtube does have there own partnership thing. (And no... It's not the monitization instant partner thing)
And you can't apply for it either they have to invite you into it. For more info check this vid out:
