Just to make sure I am understanding: the networks do not increase your viewership (which would thereby increase revenues), but rather they receive a larger percentage of the ad revenue from Google, allowing the channel owner to receive increased revenues. Is this correct?

I believe so. Networks CAN increase traffic if they wish, and they have traffic to do so. TheGameStation is known for shouting out its members. However, it's largely based on getting you better, higher paying ads.
 
Got it. Thanks. The last thing I'm not clear on is: should I wait until I have a substantial following to apply to Fullscreen or is there a chance they would even accept me now with a brand new channel?

That depends on how large your following is. VlogRays got accepted with 150 or so subs. You should have SOME following though. Then again, they won't take me, with my 585 subs and 130,000 views. It's all arbitrary.
