How to apply Youtube Partnership when it is not available in your country

My youtube channel has 1016 subscribers, 447.486 views and in good standing with original content. 6
I'd like to apply for youtube partnership program (YPP) but it said "This feature is currently not available in your country"

I tried to find a way around but only can find this: "Users in some countries may still need to apply through an application form". But I have no idea where the "application form" is.

Anyone has applied YPP successfully when it is not avail. in ur country? Pls give me some advice. Thanks!

I don't really know. Monetazion is not available in my country either, but I got contacted by Fullscreen telling me they wanted to partner me. Maybe I was just lucky?
