How many bitrate should a video have?

Hello i read on the youtube video settings site the "Recommended upload encoding settings "

Recommended video bitrates for uploads
1080p should be 8 Mbps upload when its 30 f/s, and 12 Mbps when its 60 f/s.

Can someone explain what this is?

Is it the 600 kbits that you see on my picture?

The 600 kBit/s you see in your picture is confusing. A capital B generally means Byte (8 bits is a byte) while a lowercase b generally means bit, but in your picture it is kBit. What program is that in?

The bitrate is how much information is recorded per second. Higher bitrate is higher information which is higher quality, but also more CPU usage.

The recommended video bitrates it is showing is this:
For 1080p videos at 30 FPS (frames per second) the bitrate should be 8 megabits per second (Mbps, AKA Mb/s) or 8000 kilobits per second (Kbps, AKA Kb/s). While at 60 FPS it needs 12 megabits per second.

Does this make sense? I can explain it a different way if needed.
