How do you implement the YouTube Tip Jar?

I read today about the TipJar feature apparently being available:

But I can't seem to figure out how to make it available

Has anyone done it so far? If so, how do you do it?

As far as I know it is still in beta and something you have to apply for.

In May, Google announced that YouTube creators will be able to get tips from viewers. It had been a beta feature since then, but this morning I saw an article on Entrepreneur.com (reputable site) that it is live for everyone. I tried to figure out how to enable it, but couldn't

Google this: "YouTube TipJar" and you will see a lot of articles on it.

Its still being tested... and if it is like everything else YouTube releases that sounds amazing you will probably need at least 1000 subscribers before it is available to you. As far as I know it is not available yet.
