How do i get a partnership?

Zoomin.TV - Games asked me if I wanted to join their network as a YouTube partner when I had about 85.000 views overall and 160 subscribers. I know that you can ask some networks for partnership but then they have to review you channel and see if you've got quality videos and stuff.
