How can I tell the difference between a Full YT partner and a network partner channel?

YouTube are pushing to make more features available to every Partner. That will take time of course so it's a long wait.
 
one way is by using social blade.. it will tell if they are with youtube or some network...
like everyone is saying.. youtube has changed what is now a partner.. basically anyone can monetize their channel now.. but you don't get the extra features unless you are with a network

How where does it show that on social blade?
 
go to social blade . com than look up the channel name and than it says there network claimed by: when there channel stats load on the top left
