Youtube is a business and is treated just like anything else. You can't break any other legal documents and you can't break Youtube partner documents. Now with any legal documents there are ways to get out of them but it's a lot more trouble than it is worth and in your situation "not wanting to be a partner" you're out of luck. There'd have to be something they did to breach the contract they have with you.

Whether you have proof Fullscreen contacted you or not, you shouldn't get partnered with any network right now. 35 views a day will get you no where. It's recommended you wait until you get at least 100 views a day to even start thinking of partnering for a network.
