The next thing to start to check is demogaphics and traffic sources. Mobile devices generally show quite a few less ads, as well as viewers from remote countries.

This is why nobody believes yout 70-75% monetized prior. Mobile views are the bane of the YouTube earner and are hardly ever low enough to let people hit that high of a percentage.

Lolz this is a fact, for example 1st of july:
monetized views : 31000
total views : 39000

Believe me or not, It won't change these stats.

Now I am with a network it falls to 25%. Don't know why, anyone has the same thing?

What time periods are those numbers based on? That may have a lot to do with it.
