Has Fullscreen drastically dropped requirements?

Yes, it could possibly be sub networks like the others have said, I think Fullscreen would be one of the last to drop their requirements.
 
Also another thing, these channels that have low vpd may be owned by bigger channels that fit Fullscreen requirements. I doubt this is the case, but this is just a possibility.
 
Just look at this thread guys. If he got into Fullscreen it's not the 20-30k views a month required anymore.

Even if you have a bigger channel, they still require your smaller/new channel to meet the requirements so I don't think that is the case.
Also I'm sure Fullscreen has lower requirements now than back then but I still think people are mainly going to subnetworks, they just post and say they got accepted by Fullscreen instead of saying the subnetwork since it's basically the same thing. Plus the main Fullscreen accepts people and then puts them into subnetworks.
 
Maybe since everyone can have what used to be "partner features" and monetization there are fewer people trying to get into networks, therefore they have lowered their requirements to increase the number of channels who can consider applying?
