They are not a network. You will not get full Partner features, and they will do nothing for your channel. They are just a bunch of people who want people on some kind of list for some reason.

If you're in a network you can for e.g. upload gaming footage and earn money. If you sign up with these guys and monetize you'll get copyright strikes before you know it because you're not protected by anyone.

I really would advise not going with them, as they are not a network. Sorry about that!
 
That does sound fishy if you ask me. Still working to get into a position for a partnership. Still a way to go mind you and this one is not a way to go.
