GOOD Thumbnail Website?

I personally use GIMP. it is free website that you can make your own thumbnails and it turns out great
 
My friend makes some decent thumbnails with pic monkey if ya mean website. Softwares I recommend Photoshop or Gimp 2.0 to make thumbnails. Always prefer if you follow a theme. :3
