Who do you supposed to contact to get permission to monetize your gameplay/commentary videos on youtube?
I've been told it's the publisher and i've been told it's the developer....so which one is it?
 
Gamers don't get permission for most major games nor do networks have any licences. It's all done under the fair use act in Copyright law.
 
It depends, but often it is the same company. Usually it is the publisher though. They will basically never respond to you though. :(

Gabriel and gisikw are correct: No network has any permission to monetize gameplay so it doesn't matter.

Well just to be fair, at one point Machinima did have a contract with Activision, but I believe that is gone at this point.
