I`d say they know, but ATV is actually staying inside of the law so there isn`t much they can do.
Well, it is their service, if they feel like it it they could shut them down in a heartbeat. As far as I know they would be within their right to stop a "scam" network is if tarnishes their reputation...heh

They aren't scamming anybody though, there morals are wrong but what they are offering is well inside the rules. The people that sign contracts with 100$ thresholds when they are making like 50p a week are the ones to blame cause they must realise they will never get paid

"scam" in brackets as they aren't legally a scam, just a dishonest network.
 
YouTube has removed themselves from the partnership equation very effectively. Partner "features" don't exist anymore with the new layout.

So now, the onus is on the network to provide good rates and/or community/promotion to bring people in. It's no longer an item of prestige.
