Totally bogus. If you gain subscribers without growing views
on your Channel, YouTube can tell that the popularity of
your channel is not what it seems.
Do not participate in creative subbing systems.

Maybe we're missing the point on this one. Maybe all these people really want is more subscribers... They don't usually ask for help getting views and fans, just subscribers.

It looks so terrible when a channel with buttloads of subs has proportionately low views because they've loaded up with free, inactive subs. This is not something that I would recommend. The amount of subscribers you are gaining is important in letting you know how to get your channel to be better. Plus, actual subscribers are people who can tell other real people about your channel.
These services aren't worth it. Even if they are free.
