I am 19, earn average of 40k (before tax) a year from working at a News Agency, this is not enough for me to live (Rent, food, fuel, bills, study payments etc)

You have to cut down on what you spend then... The average wage here in Ireland is 31k€ and people live just fine on even less that that...
