Here's a practical example. I'll use TGN since I'm familiar with them and their parent network.
BroadbandTV is a true YouTube network. TGN is a content aggregator for BroadbandTV meaning that whoever started TGN signed an agreement with BroadbandTV. The agreement will have said that TGN will get a % of revenue, BBTV will get a percentage and whoever TGN partners with BBTV will get a piece.
So then, both BroadbandTV and TGN will have recruiters. TGN recruiters might be paid, but most likely are volunteer. BBTV recruiters will be most certainly paid.
And then there are the partners. You can sign with BBTV (These are the VISO channels) or you can sign with TGN. TGN will have a lower requirement but will also get you less money because they take a cut as well.
That's the business of networks, subnetworks and partners in a nutshell.
