Do I have to have a certain amount of subs?

i just asked my partner manager at fullscreen this same question because i wanted to know how i could go about partnering up a second channel with my fullscreen account and she stated the minimum number of subs is 250 also 2,500 monthly views and consistently uploaded quality content. Please take notice they can make changes at any givin time so ask questions by contacting there support email team:)
