Creator X is a 3rd party subnetwork under Fullscreen. That means Fullscreen handles the business side of things like serving ads and payment, while Creator X provides you with the support team. The only difference you'll really notice between the two is where the support comes from.

They've always been third party. They have a manager who works at the Fullscreen office to coordinate, but they've always had their own space. Creator X partners used to have access to the Fullscreen hubs, but right now, if you sign with Creator X, you stay on their side of things.
