I need help on how to use/make the partner banner on my channel background. Im new to the partnership and havent made one before

There's many templates on the internet that you can download and then you could probably photoshop it to your own liking after downloading it .

Make a full YouTube background, I'd say to 3000 x 3000 and place your banner at the centered at the very top. The banner should be a maximum of 960 x 150. Then save your background.
Next crop the banner but copy it and save it by itself (along with no other parts of the background) and then upload your background to YouTube.
Map your banner using the other file you saved, and insert the code to YouTube.

That's pretty much it.
