Can someone explain fair use of content more?

So I'm watching channels like WatchMojo and others where they constantly include short clips of videos but they voice over it. I'm not sure how they go around the fair use rule because for one of my videos, I was talking over it the whole time over a video clip but still had a fair use claim against it. Even though the original creator let me keep it up, I won't be able to monetize it at all in the future. So I'm really confused about what I could do in the future to prevent it from happening again. Any advice would be great.
 
Watch Mojo actually reach out to all creators in advance and make deals to use their content in return for use of the footage.

If you are just commentating over the content it's technically not fair use if you are just commentating. when in doubt file an appeal.
