Can I be partnered?

I don't have licenses, and I cann't see if they're copyrighted. But I don't have any strikes or other things in my account at the video's.
If you don`t have licences then you can`t upload the music and if you don`t have commercial (royalty-free) licenses then it would be illegal to try make money of those videos ;)

have you even asked these people if you can post there music? if not, there is no chance of getting partnered because all you're doing it taking someone elses work and posting it.
 
I heard some networks got license to get partners who can upload music.

Unknowns as part of a music library provided by the network usually under creative commons or small bands looking for exposure. Not Snoop Dogg.
 
If it's copyrighted or has copyrighted content in it, probably not, Otherwise, I'd say you've got a problem in terms of getting partnered. If it's original music and you get a decent amount of views, you could probably partner with pretty much any network.
 
If your just uploading music that you have not created and trying to make money off of it then I think it should be pretty obvious that it isn't legal to do that.
