So I heard if you are a youtube partner you can submit a support ticket and they will allow you to change your username. Is this true? If so, does it apply to network partnerships as well?

You can't change your username, you can use a real google + name.
Or get a vantiy url, but you can't change your youtube username.

Its a custom URL link that people can use to go to your channel. For example, TomSka has /user/f**k and it leads to his channel.

Just another URL that links to your old account.
Like my http://youtube.com/josplays leads to my JosUltimateVideoMan channel.

Nope you cannot change it
You can own a custom URL that will redirect someone to your YouTube channel (it is important that you own the URL beforehand).
