Can a network partner you if you have a community guidelines strike?

Can they? As I've heard of a few different answers. Any one here have a community strike (Not copyright) but got partnered anyways?

I remember your thread but there wasn't a clear answer really since there were some people saying yes and others saying no. Did you have a community strike? And if so was a network able to partner your channel regardless?
 
and that's the answer. In TGN they can accept too just saying. So far TGN and Vultra is accepting XD

That's false. No network is accepting people with TOU (Community Guidelines) strikes because YouTube will not allow us to partner them. You need to either appeal or wait out the 6 months for the strike to be removed (the same case with Copyright strikes).
