Technically, if they are not using a bot to view it, it isn't against TOS
But it's common sense, really. Buying views won't help you grow your channel.

There's no 5.1H in my ToS...Depends, If you're monetizing videos and botting/buying views it's against the rules since you're actually earning money by doing something illegal.
I recommend not doing it though.

Exactly, that's the most powerful thing you can do. Views are nice but it's how many fans you have that ultimately matter in the end.
