I can't tell you about any other forums as it's against forum rules but you can try googling it yourself and seeing what you find. You can also promote yourself via social networking (Twitter, Facebook, etc.). Forums aren't the only way of promotion so be creative.

Something that i did on my old channel was commented on videos that were similar to mine and had a similar amount of views this gained me subscribers i also found a sponsor and they promoted my videos on their channel for me and i got to 200 subs in no time it's not a lot but it was a start
