It all depends on your contract & how big your channel is. Fullscreen accepts anyone these days with 0 views (they've lowered it to that).
I was offered a good contract with Fullscreen and i'm happy , so far, on how FS has been treating me. I applied to fullscreen & got accepted before they lowered their view requirement to 0.
FS has low CPM , so i wouldn't say they're "the best". But if you don't mind the money, you're ok.
