They set a 100 dollar minimum payout. They then on purpose bring in channels that never have a realistic chance making the 100 dollar threshold...if a channel made 20 dollars they get 30 percent of that no matter what and the other 70 percent just sits and they never have to pay it because the channel owner never makes the 100 dollar threshold.

It's a very sly , harsh yet legal way to exploit these partners.

Well it will state in the contract whether you're allowed to disclose your contract. I know that RPM don't allow it and neither do Fullscreen. In fact most networks say this I believe.

If you're with them then you should have a copy of their contract? Like an e-mail copy or downloaded or something?
