Are you allowed to post Download Links as a YouTube Partner?

Sometime in the future, i'm planning to release a Texture Pack for a Wii game (using the Dolphin Emulator) Of course, i don't promote illegal activity, so i'm not going to share the game. Emulators aren't illegal theirselves, as long as you don't upload the BIOS file and the games.

Like any other creator, i would want people to own the original copy of them. Would i still be dangered if i released a download link for a texture pack (which like i said, contains only textures in the PNG format), or would i be safe?

My fans and viewers want to play something i've created, that's why i want to share it with the world.

As long as the PNG is something you've created yourself (as in you drew it and didn't just put other art assets together) it's fine.

As,Orbit said, If it's a download to Hangover 3 , then you'd get into trouble. If it's a download to a template , picture , song (non-copyrighted & you own the rights to) then it's ok
