YT Partner Promotion Questions?

So I am checking my analytics and I have had 4 views from YouTube Partner Promotion. How exactly does it work and do they promote you more when your channel gets to a certain amount of views/subs?

I've had 679 the past 30 days, the youtube is strong with this one. Seriously though I have no idea why youtube promotes certain channels or how they do it and I'd be interested to if someone knows?

I don't think they really "promote" you as they say they would. I could see the whole promotion s**t thing for bigger youtubers like: Shane Dawson , IJustine etc. It's youtube being youtube.
