Youtube Talent Agency (Not partner network)

I spent the day being filmed by Animal Planet last week as a result of my Channel.... which was nice....

However I was telling the director about Maker Studios, and I think she misunderstood me and was talking about talent agencies, that will charge you nothing, until they get you on TV, and then they take a cut of your TV fee.

Has anyone heard of these agencies? Are they open to small to medium channels, or are they purely for the big boys?
 
I know that in the acting world, you typically sign up under a talent agency. It's then their job to get you on TV or in commercials and will take a cut (typically 10%) out of whatever you make from that job. It's quite different than a YouTube network, who doesn't do any promotion for your channel typically, but gives you tools to grow your channel and will place higher paying ads on your videos to help you make more money (which they take a cut of). Does this kind of answer your question?
 
Thanks for the answer - I kinda had an idea what they did, but in a way, if someone has significant viewership, then they are every bit as much a celebrity as some tv people - for UK cable channels, 15k viewers on a program could be quite good, and there are plenty of Youtube channels who can match that.

So I was wondering if there are YouTube-specific talent agencies? Because the Animal Planet director seemed to think there were? (I just can't remember the names she reeled off.)
