Youtube says my channel art is too small...

So i recently made a gaming channel and i created channel art for is in photoshop CS2 (i know, its a really old version). but when i try to upload it to my channel, it says its too small and gives the correct size(in pixels). I go back to photoshop and change the image size (in pixels) and its huge! so i thought i would still try and put it on my channel and when i do, it works but it humoungus and only like a 5th of the image shows. i have channel art on my original channel and that worked out fine. but i uploaded that a long time ago.
im just hoping someone can help me out with this problem.

There is a template for it if you google YouTube banner template of something it'll turn up and it shows you which part of the image is used for what

coliwob- i did use a template and did the same thing i did with my original chennls chennel art.
