Youtube lowering upload resolution?

I've Got It
I render all my (recent, ignore the early ones) videos at 720, because that's what they're recorded at, but I've noticed every third video or so, YT is leaving them at 360. I double checked the files on my computer and they're at 720. Is there anything I can do to sort this as the pixelation is frustrating~
 
Do you look at the videos right after the upload? Because after the upload, the system (as of the Youtube servers) take a while to process the video to the higher resolutions, so they remain in low resolution for a while.
 
It's not just buffering the quality for a while after upload or briefly while loading the page, the file is 360 on YT after two days of being up there and another at over a week being up there. Others are marked as HD and these ones aren't, but they're HD on my computer~
 
That's definitely strange, especially after so long.
Have you tried re-uploading a few vids and seeing if it's only happening to specific vids?
