YouTube is testing a feature that would show a user’s comment history by clicking on his / her profile name.
The feature is called "Profile Cards" and they are currently appearing for some testers when they click on a profile name in the comments section of a video. ( Normally doing this would just take you to their channel.) Profile cards do not show the entire history of a user’s comments across different channels — only the channel where the card has been clicked and only for the previous 12 months.
