I am writing a mobile application that will have multiple (over 60) short video tutorials. I will be creating and uploading all of the video content, but I have a few questions:
1) Can I have a paid app that points to multiple youtube videos (with content that I created and uploaded) for free, or do I have to pay a fee since it is a paid app? If there are fees, where can I get a price sheet?
2) Do videos expire if they are seldom viewed?
3) Can I make those videos only available to users of my app, or must they be made public in order to be used in an app?

Here is my best guess as answers to your questions:
1. Yes you can
2. Not sure but I know accounts close of there is no activity.
3. If you can figure out a way to have only people who sub your channel or a way to give the app downloader a link to your video (and set youtube to unlisted except those with link can view) it may be possible
