You can Do Anything Illegal

I'm kinda curious whether youtube has a system in place where depending on view/sub count of the channel the reports required for someone on youtube to review the video raises/lowers.

no no no, YT had a system that they can ignore verified channel to do something against the ToS:unsure:
 
If the youtuber has higher subs they'll generally just either turn the other way or give them a slap on the wrist. Small youtubers get hit hard -.-
