When uploading ORIGINAL music on YouTube to MONETIZE, what qualifies as "documented proof" of ownership/copyright?

Will uploading the same songs that you want to sell on iTunes through services like CDBaby confuse YouTube into thinking you don't own the rights?

Watch out, from other people I know that have used CDbaby they usually enter your works into Content ID and you'll be slapped with a claim from them, even though you can obviously dispute it. Avoid a third party if you can. Other than that, no.

In terms of the YouTube review process, how often is it that YouTube never gets around to reviewing you for monetization?

That never happens. Around 24hrs Mon-Fri.
