not sure about one that does it as your saying stuff but Audacity has a lot of good audio editing features u can use to change your voice

failing keezbys suggestion .if u give me your normal audio file i can run it thru reason and a vocoder 4 u...gives it that computer effect c

I use audacity as well. It works pretty good and its completely free. It does way more than just change your voice too.
