Try http://www.freesound.org/ you have to register but their sounds are all free

There aint too many though but you might find some of them useful. They're all copyright/royalty free so you can use them in any project commercial or not and use them in any way you like

Why don't you download music or passing music from you cds?

thier music is royalty free however you have to credit the name of the person of the site "Kevin MacLeod" and the website "www.incompetech.com" in the video if you want to use the music in the video.
i think they have music effects, but mostly it is background music

Why don't you download music or passing music from you cds?

Doing that is against copyright law and YouTube will jump on you from a great height.
