What's a good modem/router/server to cap bandwidth with?

Can anyone recommend me a good modem/router/server to cap my Internet's bandwidth with? :p My friend's housemates keep torrenting stuff, so he wants to buy one.

Reina, when i was in college my roommate was on piratebay.com (tormenting site) & was downloading all sorts of sh!t: movies , tv , games (you name it he downloaded it :() so what i did i just rented am apartment & didn't live with him , i didn't want to deal with the FBI or anything ! You should move out to ! Trust me, it's better to live in an apartment then, having the FBI question you about some sh!t movies you downloaded ! :( You're friend is in bigger trouble :(

Hmm, don't really know. Maybe get a list of all the main torrent sites and log into your router, and simply put them on the blocked list :p
 
Block proxies and all the torrent sites he's using as most torrent sites have mirrors now with hem been blocked by ISP now.

Hehe, sadly it would take ages as there are billions of proxy sites out there :/
Another way is to enable parental lock on the router, only you know the password and he can't get his torrents or his pr0n :p
