What video software is the best?

The best in my opinion is Vegas Movie Studio.
Or you could use a free application which I started using when my trial was over which is Windows Live Movie Maker.
 
There isn't really a "best". Everyone has opinions and different tastes and likes their software to do things their way. One person might think Vegas is the best, other might think FCP is. Depends on you really :)
However, some good ones to look into:
Premiere Pro
VirtualDub
Sony Vegas
Those are kind of the big three, otherwise there is tons of choice out there :)

After Effects is a digital effects and composition tool though, so despite both programs he named being good they are for different things.

True, it's a matter of what you're trying to do. But most people use on or the other when it comes to professional videos, or a mixture of both

Yea exactly, although I don't really recommend editing videos together inside After Effects..just feels..wrong :p
