what is the cheapest yet best editing software?

I am kinda tight on cash and I am looking for a cheaper program I can use to add facecam to my videos, voice commentary, transitions and titles, etc. to my videos. what is the best here?

Lightworks is free, and is the best of the free editing software, in my personal opinion. Premiere Elements is pretty good too, at $50
