What is the best time to schedule a Video release

It depends on your target audience. But if your main audience is teens, 4pm is a good time, since many kids will get home from school by then.
 
Time doesnt really matter unless you want views right away. I mean, you're subs will see it whenever they can anyway.

Be consistant with your days but time doesnt really matter. Thats what I've come across atleast.
