I see a lot of videos on facebokk where they blur the sides of the video like below.

Is there an app that can achieve this?

You can do that using Sony Vegas Pro EASY

Not an app, but a super easy affect. You can do it in Sony Vegas OR Premiere!
Or any other program... who knows.

Simply layer two videos of the same thing on top of each other. Blur out and stretch the bottom one. And done.
